TITLE: Senior Project Manager

BACKGROUND:

The Boulevard Group, Inc, (BG) provides a wide range of services for urban development projects, including urban planning, zoning consulting, project analysis, design, and construction management, and is particularly oriented to redevelopment of urban buildings and neighborhoods, with strong experience in the revitalization of inner city neighborhoods to mixed-use development. BG provides comprehensive program management services for large multi-project capital programs, from master planning through design and construction. BG’s program managers favor a partnering approach, always emphasizing project consensus and timely solutions to daily challenges. GENERAL SUMMARY:

The Senior Project Manager works under the direct supervision of the Project Director. The Senior Project Manager is responsible for providing management and technical support for project development and implementation including HUD compliance, contract and procurement activities, various federal, state and local regulations and Agency policy requirements. This position assists with directing the short and long term planning, control and monitoring of project scheduling and implementation, program and project development, budget review, and adherence. The Senior Project Manager is accountable for maintaining all project records, project information management, monitoring of the project budget, project contracts, procurement, design development, construction progress, and serving as point of contact for all site-related project activities. The position works closely, as directed by the Program Director, with development partners, Housing Authority staff, design and construction staff, contractors, City and County Representatives and Authorities having jurisdiction in resolving project development and implementation issues.

The Senior Project Manager is a key position in the Program Management Approach undertaken by the Boulevard Group, Inc. This individual is central to the actions taken to advance program management operations of major revitalization efforts. The Senior Project Manager is expected to require minimal supervision in the performance of these duties and required to act independently exercising sound judgment in the management of the project and program.

ESSENTIAL JOB FUNCTIONS:

  1. Coordinate planning, programming, and management to ensure project activities are executed in accordance with established contract requirements, budgets and schedules to achieve project completion on time and within budget.
  2. Assist the Program Director and Master Developer to provide planning, programming, and project management support to ensure all project activities are executed in accordance with established means, methods and constraints.
  3. The Senior Project Manager will establish and manage the project documentation system including the electronic Project Management Information System.
  4. The Senior Project Manager will implement and maintain budget and schedule controls.
  5. The Senior Project Manager will report significant issues to the Project Director and will prepare weekly progress reports for the Project Director summarizing project activities and will prepare Monthly Progress Reports in accordance with contract documents.
  6. The Senior Project Manager will participate in reviewing and evaluating documentation related to the planning, site investigation, design, construction, and contract administration.
  7. The Senior Project Manager will attend project-related meetings, capture minutes, and record issues.
  8. The Senior Project Manager will maintain the Program Management Team site office for the duration of the project.
  9. The Senior Project Manager may direct subordinate staff in the completion of project requirements.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
  1. Must possess the ability to develop positive working relationships with the Owner/client, professional consultants, development partners, contractors, residents, and authorities having jurisdiction.
  2. Must possess the ability to manage subordinate staff effectively and appropriately, if applicable.
  3. Must possess excellent written and verbal communication skills.
  4. Must have the ability to monitor and administer multi-million dollar design projects, construction projects, and consultant contracts.
  5. Must possess excellent analytical skills, with the ability to read, interpret and develop statistical reports and calculations.
  6. Must possess a working knowledge of generally accepted accounting and budgeting practices.
  7. Must be able to read and interpret building and site plans and specifications.
  8. Must be able to prepare cost estimates and project schedules.
  9. Must possess working knowledge of computer applications, including word processing, financial management systems and project scheduling software. (Word 2000, Excel 2000, MS Project 2000 and Primavera III)
  10. Possession of working knowledge of HUD guidelines, regulations, and requirements as pertains to real estate design and construction projects is desirable.
  11. Excellent punctuality and attendance is required.
EDUCATION AND EXPERIENCE:

A Bachelor’s degree from an accredited college or university with a major in Civil Engineering, Planning and Development, Construction, or related field, and at least seven to ten years experience in the project management field. Significant experience needed as a manager/supervisor in this field. Professional registration as an engineer or architect and/or a Master’s degree is a plus, but not required.

WORK ENVIRONMENT:

This staff member completes most work functions in a general office environment. There are regular requirements to conduct field inspections and observations of the development activities. Public meeting and consultation processes require some evening and weekend participation on an infrequent basis.
