"Given the complexity and magnitude of the school construction
program, the EDA retained the services of Heery International and
Boulevard Group, Inc. (Heery/BG), program management firms with
substantial experience in large, multi-site school construction
programs. Heery/BG was chosen from among nine firms submitting proposals
to assist the EDA in creating the organizational structure for the new
program. Boulevard Group is assisting the EDA in the design and
implementation of an interactive communication network, project controls
and public information websites, while Heery develops the strategic
plan to organize, procure and implement the services required to
undertake the school facilities projects, and the management of the
